Minority and Women-owned Business Enterprise

Hudson River Park Trust is a partnership between New York State and City charged with the design, construction and operation of the five-mile Hudson River Park.

The Hudson River Park Trust has established goals for the participation of certified minority and women-owned business enterprises (MWBEs) in the award and performance of goods and services under contract with our agency. These goals are currently 20% of the overall contract dollar amount, and are satisfied by the award of contracts, subcontracts and direct procurement of purchases to ESDC-certified MWBE firms.

What Kind of Services Do We Purchase?

Servies we purchase include, but are not limited to, architectural, engineering, construction management, marine construction, concrete, building construction (general contracting, mechanical, electrical, plumbing, steel, carpentry, etc), landscaping, irrigation, stone materials, demolition, carting, pest control, office supply, IT equipment and services, equipment rental, tools and more. 

Doing Business with the Hudson River Park Trust

  • Bid Directly on our Projects: We regularly post our bidding opportunities on our website and in the New York State Contract Reporter, as well as in other industry publications.  The bid advertisement lays out the scope of the project.  If you can perform the majority of this work, please consider submitting a bid.
  • Ask to be Included on our Solicitation Lists: For smaller purchases, the Trust solicits bids directly from qualified vendors.  If you are a certified vendor on ESDC’s list of certified MWBEs, make sure we know about you and the products/services your firm offers.  Contact Elizabeth Colon at the address below if you think your firm and the types of work we do would be a good match.
  • Team with a Prime Contractor for Subcontracting Opportunities on our Projects: Track current projects being bid.  Review the bid advertisement to identify scope you can perform.  Come to our pre-bid meetings to introduce your company to the prime contractors bidding on the work.  They are bound by the Trust’s 20% compliance goal, and will welcome your bid on the subcontracted portion of the work.

Empire State Development, New York City Small Business Services and the Port Authority of New York and New Jersey have joined up to make the process even easier by creating one application to submit for all three MWBE certification programs.
