Staff Biographies
Madelyn Wils
President & CEO
Madelyn Wils began her tenure as the Trust’s President and Chief Executive Officer in June 2011. She previously served as the Executive Vice President of the Planning, Development and Maritime Division of the NYC Economic Development Corporation (EDC), where her portfolio included over 100 complex projects such as the redevelopment of Willlets Point, Coney Island, East River Esplanade and Hunters Point South. Prior to joining EDC, she served as the President of the Tribeca Film Institute, managing the expansion of the organization from a 10-day festival into a diverse institution offering year-round cultural programming. From 2001 to 2005, she served as Chair of Community Board 1 in Lower Manhattan, where she played an integral role in the rebuilding of Lower Manhattan following the events of September 11, 2001. She was a founding member of both the Lower Manhattan Development Corporation and the Hudson River Park Trust.
Noreen Doyle
Executive Vice President
Noreen Doyle has been Hudson River Park Trust’s Executive Vice President since 2004. From 1994 through 2001, she also worked for the Trust and its predecessor organization, the Hudson River Park Conservancy, in several capacities, including as Vice President for Environmental Planning & Communications. Between these two periods she worked as a Vice President at AKRF, Inc., an environmental and planning consultant in Manhattan. Ms. Doyle has also held other positions in the public, private and non-profit sectors. She has a BA from Smith College and completed coursework towards a doctoral degree at New York University.
Laurie Silberfeld
General Counsel & Vice President
Laurie Silberfeld joined the Trust in January of 2000. She has more than 25 years of legal experience in both the public and private sectors. She started her career in the private sector as an associate with the firm of Rivkin Radler and subsequently with Satterlee, Stephen, Burke & Burke. Ms. Silberfeld moved to the public sector in 1991 to serve as Assistant Regional Attorney with the NYS Department of Environmental Conservation for the New York City region, and then as Regional Attorney from 1996-2000. She has a BS from Mercy College and a JD from Pace Law School.
Laura Blackman
Deputy Counsel
Prior to working with the Trust Laura spent six years as an Assistant Attorney General in the Environmental Protection Bureau, four years as Senior Counsel with the Empire State Development Corporation and two years as an Associate with (then) Rivkin Radler Dunne & Bayh. Ms. Blackman has an undergraduate degree from Princeton University and a JD from Fordham University.
Daniel Kurtz
Chief Financial Officer & Executive Vice President of Finance and Real Estate
Dan has worked for the Trust since October 2010. He previously served as the Trust's financial and real estate consultant. He has substantial experience in public sector real estate development, financial analysis and administration, and property management. Dan holds a BA from Boston University and a Master of City Planning degree from MIT.
Marc Boddewyn
Vice President / Design & Construction
Marc joined the Trust in February of 2000. He has more than 20 years of design and construction experience in both public and private sectors. He started his career at Thomas Balsley Associates and worked in the offices of Quennel Rothschild Associates, among others. Mr. Boddewyn previously worked with the Prospect Park Alliance and Battery Park City Parks Corporation, where he served as the Director of Maintenance. He has a BLA from the NYS College of Environmental Science and Forestry and is a New York State licensed landscape architect.
Steven Ferker
Senior Engineer / Design & Construction
Steven Ferker joined the Trust in January of 2001. After graduating from college in 1985 Mr. Ferker worked as a structural engineer for the marine engineering firm Gibbs & Cox, designing battleships for the US Navy. Later on he was a team leader for the McLaren Group, inspecting bridges and various other waterfront structures. He also worked as a project manager and a resident engineer on numerous heavy construction projects throughout NYC. He has a BS in Civil Engineering from Polytechnic University and is a licensed Professional Engineer in the State of New York.
James G. Koth
Vice President / Operations & Maintenance
Jim came to the Trust in January of 2001 as a member of the Design & Construction department. He was subsequently promoted to his current position in 2003 to expand the Trust’s Operations capacity with daily management and oversight responsibilities for park operations, maintenance and public safety. A licensed landscape architect, he began his career with Vollmer Associates working on various transportation related projects in NY & NJ. He has a BS from the University of Connecticut and certificates from NYU and Rutgers University in Facilities & Public Works Management.
Tom Lindon
Vice President / Marketing & Events
Tom Lindon has 20+ years of experience in sports and entertainment property and agency environments. He spent seven and a half years at the New Jersey Sports & Exposition Authority as the head of strategic partnerships where he was responsible for selling and activating corporate business and marketing partnerships at the four venues owned and operated by the State Authority (Giants Stadium, IZOD Center, Meadowlands Racetrack and Monmouth Park). His agency experience includes Momentum, International Sports & Leisure, (ISL), Millsport and Amplify Sports & Entertainment. Tom earned a BA in Psychology from Saint Michaels College in Winooski, Vermont.
Nicolette Witcher
Vice President / Environment & Education
Nicolette Witcher began working for the Trust in 2005 as a Senior Attorney for the Legal Department. She was promoted to Vice President of Environment and Education in 2011. Ms. Witcher has a Bachelor of Arts from SUNY New Paltz University, a Juris Doctorate with Certificate in Environmental Law from Pace University, and a Master’s of Environmental Management from Yale University.
